What is a compliance matrix?
A compliance matrix (also called a requirements traceability matrix or
"compliance crosswalk") is a table that maps every requirement in a
government solicitation to the place in your proposal where you address
it. It is the single most effective tool for avoiding a "non-responsive"
rejection: if a requirement from Section L, Section M, or the Section C
statement of work is not tracked, it is easy to miss — and missing one can
disqualify an otherwise-winning proposal.
